- In an apartment, the structure is communal, so the association has a say even though the wall is inside your home.
- You need a structural calculation, and the association will often have it independently reviewed.
- Two approvals run in parallel: the association and the municipality.
- The beam is rarely the problem; the bearing at each end is.
- Ask early whether a partial opening achieves what you want — it is lighter in every respect.
Almost every apartment renovation we are asked about includes the same wish: open up the kitchen. In a Dutch apartment that is often achievable, but it is structural work in a building you share with other people, and that changes the process. This guide explains what is involved, in what order, and where the time actually goes.
Why the association has a say
In a Dutch apartment building the main structure — the load-bearing walls, the floors, the columns — is a communal element under the deed of division, wherever it physically stands. A load-bearing wall inside your living room is legally not yours to alter, even though nobody else can walk into the room.
That is not bureaucracy. An opening in a structural wall changes how load travels through the building, and it does so for everyone above and below you. The association is responsible for the stability of the whole, so it wants evidence that the change is safe — typically a structural calculation, often independently reviewed at your cost.
You are not asking permission to change your flat. You are asking the association to accept a documented change to the building's structure. Present it that way and the process goes considerably better.
Is the wall load-bearing?
Indicators, in rough order of reliability:
- The original drawings. Most reliable. The municipal building archive holds the drawings for the block; the manager may have them too.
- Position relative to the floor span. A wall running perpendicular to the floor beams or slab span is far more likely to carry load.
- Continuity through the building. If the same wall exists in the flats above and below, it is probably structural.
- Thickness and material. A solid, heavy wall is more likely to be load-bearing than a light partition — but thickness alone proves nothing.
- Sound. A hollow sound suggests a partition, but plenty of structural walls sound hollow when clad.
None of these is a substitute for having it established properly. In post-war Dutch apartment blocks with concrete floors, the layout of structural walls is usually regular and documented, which makes this straightforward. In pre-war buildings converted into flats, it very often is not.
What the structural calculation covers
A structural engineer establishes four things:
- The load. What the wall carries: floors, walls above, roof, and the variable load of people and furniture, each with its own safety factor.
- The beam. Which steel section can span the opening without failing — and, more often the governing criterion, without deflecting too much. Where masonry sits above the opening, a stricter deflection limit applies, because masonry cracks at very small movements.
- The bearing. How the beam rests on the remaining wall at each end, over what length, and whether a spreader plate is needed. This is where things go wrong in practice, not in the beam itself.
- The load path downwards. Load that was previously spread along the whole wall now concentrates at two points. Those points must be able to carry it down through the structure below — which, in an apartment, means through your neighbours' homes.
That fourth point is why the association cares, and why a calculation that only sizes the beam is not a complete calculation.
The two approval tracks

They are independent and should run at the same time. Starting the association's process after the permit has been granted is the most common avoidable delay.
The beam, and getting it into the building
The engineer specifies the steel section; a wide-flange section is the most common choice in apartment openings because it offers good capacity for its height, and height is exactly what you do not have above an opening in an existing building.
Two practical points that are usually raised too late:
How the beam gets there. A steel beam of three or four metres weighs a great deal and does not bend. In a Rotterdam upper-floor flat with a turn in the stairwell, that is a genuine constraint. Options are: through the stairwell if it is straight, through a temporarily removed window with a hoist, or in two lighter sections spliced on site. That last option has to be designed that way in advance; it is not something to improvise on the day.
Fire protection. Where the beam forms part of a separation between dwellings or supports an escape route, requirements apply and the steel is clad or coated. Inside a single house this rarely arises; in an apartment it very often does. Have the engineer address it explicitly, because retrofitting protection means opening the ceiling again.
Concealing the beam completely means setting it higher within the floor construction, which affects the section and the method. Decide before it is ordered; afterwards, the only affordable option is a dropped bulkhead.
A partial opening is often the better answer
Between "wall stays" and "wall goes" there is a variant that is under-considered: a wide opening with a pier left standing at one or both ends.
What it gains you:
- A shorter span, so a lighter section and a simpler installation. Required steel rises disproportionately with span.
- Better load transfer, because the pier carries load straight down rather than via a column.
- An easier consent process, because the intervention in the communal structure is smaller.
- Somewhere to put things. In a fully opened room there is often no wall left for a tall cupboard, a television or the services you would otherwise have to reroute.
Spatially it usually delivers most of the effect of a full opening. Ask your contractor to work up both variants before you decide; seeing them side by side generally settles it within minutes.

The pattern is the same as everywhere in Dutch construction: preparation takes months, the physical work takes days.
Summary
Opening up a Dutch apartment is usually feasible, and in post-war blocks with concrete floors the structure is generally well documented. What makes it slow is that the structure is a communal element, so your association has to approve the change alongside the municipality — and the association's meeting is the one part of the timeline you cannot compress. Get the wall assessed, fix the opening dimensions early, commission a calculation that covers the load path down and not just the beam, and start the association's process first. And ask what a partial opening with a pier would look like: it is lighter structurally, easier to get approved, and often better to live with.
