Every international buyer looking at a pre-war house in Rotterdam, Amsterdam, Delft or Dordrecht eventually hears the word funderingsproblematiek and is not sure how worried to be. The honest answer: it is a real issue, it affects a meaningful proportion of the pre-war stock, and it is entirely possible to establish where you stand before you buy.
Why timber, and why it usually works
Building on peat and clay requires transferring load to a firmer layer. From the seventeenth century until well into the twentieth, that meant driving timber piles — typically spruce or pine — down to a sand layer, and building the masonry on timber beams laid across their heads.
Wood permanently below the groundwater table survives remarkably well, because the conditions are oxygen-poor and the organisms that degrade timber cannot operate. Foundations of this type have carried Dutch cities for centuries without difficulty.
The system fails when the water table drops and the pile heads spend time in air. Then decay can begin, the timber loses cross-section, and the building above settles — usually unevenly, because conditions vary along a terrace.
Houses on sand, common in the east and south of the country, were built on strip foundations without piles and do not have this issue at all. It is specific to soft ground, which is why it dominates in the west.
What actually goes wrong
- Fungal decay of exposed pile heads. The classic mechanism, following a fall in groundwater.
- Bacterial degradation of certain timber species, which can occur even below the water table, more slowly and less visibly.
- Negative skin friction. Where surrounding soil settles — after nearby works, or a change in drainage — it drags on the pile and adds load rather than supporting it.
- Overloading. Extensions, loft conversions or heavier floors added over the decades, on a foundation designed for less.
- Decay of the timber grillage laid across the pile heads, rather than the piles themselves.
These mechanisms often combine, which is why a proper assessment looks at the whole situation rather than trying to identify a single cause.

None of these proves a foundation problem on its own. Several together, in a pre-war house in the west of the country, justify a proper investigation.
One important caveat: some settlement is historic and has stopped. A house that moved eighty years ago and has been stable since is a different proposition from one that is moving now. Establishing which you have is what an investigation is for.
How investigation works
A foundation investigation is a specialist job, distinct from a general structural survey. Typically it involves:
- Desk study. Archive drawings, known information about the block and the street, records of previous work.
- Levelling. Measuring the building to establish how much it has settled and whether it is differential.
- An inspection pit. Excavating to expose the pile heads and the timber grillage, so their condition can be assessed directly.
- Sampling. Taking material from a pile to assess the degree of degradation.
- Assessment. A conclusion on remaining service life, expressed as a period rather than a pass or fail.
Because terraces share conditions and often share foundations, investigations are frequently organised per building block, with owners sharing the cost. If neighbours have already done this, the information may exist and be available.
Before commissioning anything, ask whether an investigation already exists for your block or street. In areas where this is a known issue, it very often does — and that saves you both time and expense.
What repair involves
Foundation repair is disruptive but it is well-established engineering, carried out routinely in Dutch cities. The main approaches:
- New piles installed through the ground floor, with the existing structure supported on a new concrete beam or table structure. Screw piles or segmental steel piles are used because they can be installed from inside with limited headroom.
- Lowering the pile heads, where decay is confined to the top section and sound timber remains below the water table.
- Partial repair, addressing only the affected part of the building where the problem is localised.
Practical implications: the ground floor comes out, the property is generally not habitable during the work, and access is through the house. It is therefore an obvious moment to carry out other work — floor insulation, services, layout changes — because everything is open anyway.
It is also worth knowing that arrangements exist in the Netherlands to help owners finance foundation repair. What is available changes over time, so ask the municipality or a specialist adviser what applies currently.
What this means when you are buying
- Establish the construction year and the location. Pre-1970 in the west of the country puts the question on the table.
- Ask the seller directly what is known, and ask the estate agent whether any investigation exists.
- Ask the neighbours. It is a block-level issue and neighbours usually know.
- Look for the symptoms yourself during a viewing: doors, floors, facade, thresholds.
- Have the survey specifically address it. A standard structural survey is visual and does not excavate; make sure the report says what it did and did not assess.
- Read the age clause in the contract. Purchase contracts for older properties commonly shift responsibility for age-related condition onto the buyer. Understand what you are accepting.
None of this means avoid pre-war property. It means find out what you are buying, and price it accordingly. A house with a documented, sound foundation is worth more than an identical one with an unknown.
