Every Dutch property listing shows an energy label, and international buyers reasonably assume it means more than it does. It is a standardised comparison tool with a defined method behind it. Here is what it measures, what it misses and how to use it.

What the label is

The Dutch energy label runs on a lettered scale, with the best classes above A and the poorest at G. It expresses the calculated energy performance of the dwelling, based on a standardised assessment method.

Key characteristics:

  • A definitive label is required when a home is sold or let.
  • It is produced by a certified energy adviser following a site visit, recording construction, insulation, glazing, installations and ventilation.
  • It is valid for ten years.
  • It describes the building, not the occupants. Two identical houses have the same label regardless of who lives there.
A label is not a bill

The label uses standardised assumptions about use. Your actual consumption depends on how warm you keep the house, how many of you there are and how you ventilate. A good label predicts a good building, not a specific bill.

The practical consequence: use the label to shortlist and to ask better questions, then ask those questions specifically. "Is the cavity filled? Is the roof insulated, and to what standard? What glazing is fitted? Is there floor insulation?" Those four answers are worth more than the letter.

What drives the label

In rough order of influence for a typical Dutch home:

  1. Insulation of roof, walls and floor. The largest single factor, and the reason pre-war terraces score poorly.
  2. Glazing. Single glazing is heavily penalised; modern insulating glass helps substantially.
  3. The heating system. Its type and efficiency, and increasingly whether it is a heat pump.
  4. Hot water generation.
  5. Ventilation system and whether it recovers heat.
  6. Renewable generation, notably solar panels.
  7. Airtightness and the compactness of the building form.

An important nuance: measures interact. Adding a heat pump to an uninsulated house produces disappointing results, because a heat pump works best at low flow temperatures and an uninsulated house needs high ones. Insulation first, installations second, is not just good practice — it is what makes the second step work.

A poor label on an older home

For a pre-war terrace, a poor label is the expected result rather than a warning sign. These houses were built with solid walls, no insulation and single glazing, because that is what was normal at the time.

What it means for you as a buyer:

  • It is priced in, usually. A poor label on a period property is not news to the market.
  • It tells you where the work is, which is useful for planning.
  • It is improvable, often substantially, and most of the measures are worth doing for comfort regardless of the letter.
  • Mortgage arrangements in the Netherlands sometimes allow additional borrowing for energy-saving measures. Ask your adviser what applies.

Improving the label sensibly

If the label matters to you — for letting, for resale, or for borrowing — the order that gives the best result is also the order that gives the best comfort.

  1. Roof insulation. Heat rises; in a terrace, the roof is usually the largest single loss.
  2. Glazing. Replacing single glazing is transformative for both comfort and label.
  3. Wall insulation, whether by filling a cavity or, in solid-wall construction, internally or externally.
  4. Floor insulation, often straightforward where there is an accessible crawl space.
  5. Ventilation, which becomes necessary rather than optional once the house is airtight.
  6. Installations, once the envelope can support them.
  7. Solar generation, if the roof and orientation suit.

Do these while other work is happening. The expensive part of insulation is rarely the material; it is the access, the scaffolding and the making good.

Frequently asked questions about Dutch energy labels

Is an energy label compulsory?
A definitive label is required when a home is sold or let. It is produced by a certified energy adviser following a site visit and is valid for ten years.
Does the label tell me what my bills will be?
No. It uses standardised assumptions about occupancy and use, so it describes the building rather than your consumption. Two identical houses have the same label regardless of who lives in them or how warm they keep it.
Is a G label a reason not to buy?
Not in itself. For a pre-war terrace it is the expected result and is generally reflected in the price. What matters is whether the measures needed are feasible in that particular property and what they would involve.
What improves the label most?
Insulation of roof, walls and floor, followed by glazing, then the heating system and ventilation. Insulation comes first not only for the label but because installations such as heat pumps only perform properly in an insulated house.
Should I install a heat pump first?
Generally not. A heat pump works best at low flow temperatures, which an uninsulated house cannot use effectively. Insulating first is what makes the installation step deliver what it promises.
Can I borrow more to improve energy performance?
Dutch mortgage arrangements sometimes allow additional borrowing for energy-saving measures. What is available changes, so ask your mortgage adviser what applies to your situation at the time.
How long is a label valid?
Ten years. If significant measures are carried out during that period, it is worth having a new one produced, because the existing label will still show the old situation.
Does the label say anything about damp or ventilation problems?
Not really. It records what the adviser observed on the day within a defined method. It will not tell you whether there is condensation, a cold bridge or inadequate ventilation. For that you need a survey and, honestly, a winter.
Do solar panels improve the label?
Yes, generation counts in the calculation. But adding generation to a poorly insulated house improves the letter more than it improves the living conditions, so it is worth doing after the envelope rather than instead of it.
Should I improve the label before selling?
It depends on the property and the market. Measures that also improve comfort, such as roof insulation and glazing, tend to be worth doing regardless. Measures done purely to move a letter are a commercial calculation worth discussing with your agent.
