Every Dutch property listing shows an energy label, and international buyers reasonably assume it means more than it does. It is a standardised comparison tool with a defined method behind it. Here is what it measures, what it misses and how to use it.
What the label is
The Dutch energy label runs on a lettered scale, with the best classes above A and the poorest at G. It expresses the calculated energy performance of the dwelling, based on a standardised assessment method.

The practical consequence: use the label to shortlist and to ask better questions, then ask those questions specifically. "Is the cavity filled? Is the roof insulated, and to what standard? What glazing is fitted? Is there floor insulation?" Those four answers are worth more than the letter.
What drives the label
In rough order of influence for a typical Dutch home:
- Insulation of roof, walls and floor. The largest single factor, and the reason pre-war terraces score poorly.
- Glazing. Single glazing is heavily penalised; modern insulating glass helps substantially.
- The heating system. Its type and efficiency, and increasingly whether it is a heat pump.
- Hot water generation.
- Ventilation system and whether it recovers heat.
- Renewable generation, notably solar panels.
- Airtightness and the compactness of the building form.
An important nuance: measures interact. Adding a heat pump to an uninsulated house produces disappointing results, because a heat pump works best at low flow temperatures and an uninsulated house needs high ones. Insulation first, installations second, is not just good practice — it is what makes the second step work.
A poor label on an older home
For a pre-war terrace, a poor label is the expected result rather than a warning sign. These houses were built with solid walls, no insulation and single glazing, because that is what was normal at the time.
What it means for you as a buyer:
- It is priced in, usually. A poor label on a period property is not news to the market.
- It tells you where the work is, which is useful for planning.
- It is improvable, often substantially, and most of the measures are worth doing for comfort regardless of the letter.
- Mortgage arrangements in the Netherlands sometimes allow additional borrowing for energy-saving measures. Ask your adviser what applies.

Improving the label sensibly
If the label matters to you — for letting, for resale, or for borrowing — the order that gives the best result is also the order that gives the best comfort.
- Roof insulation. Heat rises; in a terrace, the roof is usually the largest single loss.
- Glazing. Replacing single glazing is transformative for both comfort and label.
- Wall insulation, whether by filling a cavity or, in solid-wall construction, internally or externally.
- Floor insulation, often straightforward where there is an accessible crawl space.
- Ventilation, which becomes necessary rather than optional once the house is airtight.
- Installations, once the envelope can support them.
- Solar generation, if the roof and orientation suit.
Do these while other work is happening. The expensive part of insulation is rarely the material; it is the access, the scaffolding and the making good.
